In response to the challenge of scaling up, it proposes to consider the neighbourhood \u2014 rather than just the building \u2014 as the core project unit, drawing on the pioneering example of the City of Zurich.<\/p>\n<p data-start=\"725\" data-end=\"1217\">The study identifies four strategies for the Geneva context: involving cooperatives earlier in the planning process, working through cooperative consortia, engaging cooperatives in land negotiations, and developing a form of proximity-based urbanism.
