A study of a public–resident partnership in the Canton of Geneva

This study explores the expanded role of housing cooperatives as partners in spatial planning, beyond their sole function as housing providers. In response to the challenge of scaling up, it proposes to consider the neighbourhood — rather than just the building — as the core project unit, drawing on the pioneering example of the City of Zurich.
The study identifies four strategies for the Geneva context: involving cooperatives earlier in the planning process, working through cooperative consortia, engaging cooperatives in land negotiations, and developing a form of proximity-based urbanism. It advocates building urban projects “from the inside” through strengthened partnerships among cooperatives, public authorities, and land actors, and proposes launching two pilot projects to test these new forms of collaboration.
